The BioEnergy Producers Association is an active advocate for balanced regulatory policies as between the export to Asia of California's recyclable materials and the use of organic wastes for the production of renewable energy here at home. For example, in connection with hearings on the establishment of a mandatory statewide commercial recycling program, the BPA stressed that prior to implementing any further such mandates in California, there must be an honest and accurate assessment of its current recycling practices, determining what amount of material that is now being exported to China, India, Nigeria and elsewhere is actually being recycled, and under what conditions. And there needs to be a meaningful, objective life-cycle assessment of the environmental impact of these practices.
