BPA Chairman Addresses Pacific West Biomass Conference

In December, the U.S. Department of Energy announced $600 million in Section 932 grants intended to support total investments in biorefinery projects of $1.3 billion. Seven federal grants and loan guarantees, amounting to $323 million and supporting overall project costs of $651 million, involved California-based companies. However, only 14% of that federal support and 9% of the total project costs will be spent in California. In all, the DOE gave 19 grants to a wide range of emerging technologies, including $193 million for six thermal conversion projects--supporting a total investment of $410 million. None will be built in California. To date, California-based advanced biofuels producers have located projects valued at $735 million, along with their related employment and economic stimulus, in other states. Its repressive statutory and regulatory environment is driving technology providers and investment capital away. AB 222, which passed the Assembly during the 2009 session and is awaiting action in the Senate Environmental Quality Committee, addresses the underlying issues motivating this outflow of technology and capital. On January 12, Jim Stewart, Chairman of the Board of the BioEnergy Producers Association, addressed the Pacific West Biomass Conference in Sacramento, where he discussed key roadblocks that are inhibiting the production of advanced biofuels and renewable electricity in California and the nation. BPA-Sponsored AB 222 Held in Senate Environmental Quality Committee

The California Air Resources Board states that its Low Carbon Fuel Standard “seeks to expand the market for electric and hydrogen-fueled vehicles and jump-start a host of futuristic biofuels” that will extend the nation’s production of ethanol beyond food-derived resources and reduce our dependence on petroleum. AB 222, sponsored by the BioEnergy Producers Association, seeks to implement those goals. It passed the State Assembly by a vote of 54-13 in June, 2009, following unanimous approval by the Utilities and Commerce Committee. In July, it was approved by the Senate Utilities, Energy and Communications Committee. However, the Senate Environmental Quality Committee, failed to act on the bill, and left it for consideration during the 2010 legislative session. This legislation will expedite the production of renewable energy from carbon-based wastes, California’s most practical and locally available energy resources for the production of advanced biofuels and green power. BPA Responds to Misinformation about AB 222

Californians Against Waste ("CAW") is a Sacramento lobbying organization that represents the traditional recycling industry, which is sending recyclable materials to China, India and Nigeria, where there are few, if any, environmental controls. Rather than producing recycled products for return to the United States, much of this material is being combusted to produce electricity and heat for the local market. In order to preserve this industry's exclusive access to California's recycling market, CAW has been circulating misinformation about AB 222, which will expedite the production of renewable energy from California's post-recycled municipal wastes, i.e., those materials that are now being placed in landfills. Therefore, the BioEnergy Producers Association has published a white paper comparing statements taken directly from the CAW website with the facts about this bill's content and intent, as approved by the Assembly. Sierra Club, Worldwatch Institute Declare Urgent Need for Advanced Biofuels

Smart Choices for Biofuels, a 16-page report from the Sierra Club and Worldwatch Institute declares the “urgent need for a major shift to more-advanced biofuels to prevent negative effects on the climate, land, soil, water, air, and rural economies.” The report specifically includes thermochemical technologies in that definition, stating, “These technologies can be used to convert almost any kind of biomass into fuel, from grass to turkey feathers, giving them a potential advantage over biochemical technologies that rely on developing specific enzymes to break down specific plant matter." It says that "Nearly all studies on the role of biofuels in mitigating global warming and boosting energy security have concluded that 'second-generation' (or 'advanced') biofuels, which rely on non-food feedstocks and offer dramatically improved energy and greenhouse gas profiles, are necessary to make wider use of biofuels feasible worldwide." BPA - Active Advocate for Energy Recovery from Organic Wastes

The BioEnergy Producers Association is an active advocate for balanced regulatory policies as between the export to Asia of California's recyclable materials and the use of organic wastes for the production of renewable energy here at home. For example, in connection with hearings on the establishment of a mandatory statewide commercial recycling program, the BPA stressed that prior to implementing any further such mandates in California, there must be an honest and accurate assessment of its current recycling practices, determining what amount of material that is now being exported to China, India, Nigeria and elsewhere is actually being recycled, and under what conditions. And there needs to be a meaningful, objective life-cycle assessment of the environmental impact of these practices.CLICK HERE to read the BPA’s comments on this study.
